Every country in the world has some level of English speaking people, with some more than others. Roughly 15% of Ukraine women have a large grasp on the English language, which leaves over 80% with little to know English speaking ability.
While in Ukraine, women may be unlikely to show their English speaking skills initially. Being a very self-critical culture, Ukraine women are very careful to not make mistakes in front of folks they've just met.
Even though Ukraine women have a low percentage of English speaking people, they can still indicate interest to foreign men through body language and the use of translators.
As technology has advanced, many foreign men have begun utilizing online translators to ease the communication gap with Ukraine women that have not yet mastered speaking English.
